Correcting the Completed-move gate for Activity
Requiring corresponding rows to move in the same change after independent checking and CEO approval
Purpose
The ledger needed a gate that combined independent checking and CEO merge approval with the Completed move so approved Activities could not remain active.
Implementation
The Skill and operating rules now require every corresponding drafted row to move to Completed in the same change once independent checking and CEO approval are present. Completion is blocked while target rows remain active, while a value-preserving mechanical move does not invalidate prior checks. Publication-excluded rows retain a separate explicit decision.
