Applying environment-aware specification audit boundaries
Recording unavailable external material in CI while continuing to check internal sources of truth
Purpose
The audit boundary that treats only external local material as environment-dependent needed to be applied to the shared CI checks.
Implementation
In CI, absolute paths outside the repository are counted as unavailable while internal relative links, specification digests, sections, and requirements remain mandatory. Development machines continue to check external references, preventing environment differences from becoming an audit blind spot.
