Aligning Web delivery to one Worker reference
Making delivery and post-delivery verification use the same fixed target
Purpose
Web delivery needed one fixed target for both publication and post-publication checks so different names could not cause a false result.
Implementation
The delivery workflow, post-delivery verification, and specification now reference the current target consistently. Static validation also checks the workflow target and fails before execution if delivery and verification drift to different destinations.

Verification results
Delivery configuration, specification audit, repository policy, and diff checks passed.
At the cutoff, a production Web delivery with the fix had not been executed.
Basis for completion
The work was complete when delivery and verification referenced the same fixed target and static checks rejected mismatches.
